Charles Salter was the first pastor of Pilgrim Congregational Church and the first chaplain of the Bethel Association, a missionary society to serve sailors, loggers, miners, and their families. In 1887, Salter and his wife Maria commissioned Oliver Traphagen to build the four townhouses of Salter Terrace. They lived there with their sons and daughters until 1892.
